The Role of Foreign Technology and Indigenous Innovation in the Emerging Economies: Technological Change and Catching-up


Summary

This article explores in depth the role of indigenous and foreign innovation efforts in technological change and catching up and their interactions in the emerging economies. It presents original evidence and argues that, despite the potential offered by globalization and a liberal trade regime, the benefits of international technology diffusion can only be delivered with parallel indigenous innovation efforts and the presence of modern institutional and governance structures and conducive innovation systems. This conclusion is compounded by the expected inappropriateness of Northern technology for countries in the developing South that calls for greater efforts to develop indigenous innovation. In this sense, indigenous and foreign innovation efforts are complementary.

Facebook’s rumored smart speaker would be DOA If Facebook is planning to make a smart speaker, it should really reconsider. A report in  Digitimes  today  says that  Facebook’s Building 8 research group  is developing a smart speaker with a 15-inch touch panel. There are lots of reasons to be skeptical of this:  Digitimes  has a mixed track record on tech rumors; supply chain sources can misidentify projects or describe early tests that don’t make it to market; Facebook doesn’t have a voice assistant yet; and a 15-inch screen on a speaker seems kind of ridiculous. Shimon is also not human, but a robot using deep learning and artificial intelligence to play music of its own creation. Being f ed a variety of over 5,000 songs from Beethoven to Lady Gaga along with a library of 2 million motifs and riffs, Shimon is one of the world's first synthetic musicians. Mason Bretan, a Ph.D. student and Georgia Tech, perfected Shimon's musical abilities after seven years, enabling him to comprehend music played by humans and extemporize over the pre-composed chord progressions. "An artist has a bigger idea of what he or she is trying to achieve within the next few measures or later in the piece," Bretan says  in an interview .
